My name is Coach Joseph Small. I'm the general manager and Athletic Director of the Tri-County Collegiate JUCO Program located in Chester, SC because I saw a gap that needed to be filled—young men and women with potential, passion, and purpose, but without the opportunities or direction to move forward. Whether they were overlooked, under-recruited, or simply needed a second chance, I knew there had to be a way to give them a fighting chance.

This program is about more than football and basketball—it's about building futures. It’s a place where athletes can continue to chase their dreams on the field, while staying focused in the classroom. But it’s also a place for non-athletes—young adults who need a structured path to higher education and personal growth.

We’re not just training bodies—we’re shaping minds, rebuilding confidence, and launching futures. At Tri-County, we don’t just believe in talent—we believe in transformation.
